The URI-space at http://id.ninebynine.org/ is reserved for use as identifier values of various kinds.
The "subdirectory" people is allocated for URIs used to identify people as abstract resources, distinct from any particular web- or Internet- accessible resource that may be associated (e.g. mailbox, homepage, etc.) For an example of usage, see my WebWho data (N3, RDF).
